Electronic Administration Processes

The Electronic Administration Commission of Public University of Navarre (UPNA) is the entity part up the University in charge of monitoring the display of the electronic administration at UPNA according to the established strategies, priorities and criteria. The Electronic Administration Commission is based on four functional areas.

 1. Regulatory area.

· The General Secretary office and the Legal Service collaborate to prepare the regulative texts necessary to meet the legal requirements regarding electronic administration.  This is mostly Laws 39 and 40/2015, Royal Decree 3/2010 of the Esquema Nacional de Seguridad [National Security Framework] (ENS), Royal Decree 4/2010 of the Esquema Nacional de Interoperabilidad [Interoperability National Framework] (ENI) and Law 3/2018 on Personal Data Protection and digital rights guarantee.

2. Technological area.

· The IT Service is in charge of establishing the specific technological pieces for electronic administration and ensure their communication with already established systems. In addition, it acquires the role of Head of the System within the Information Security Committee of the University, which is included in the Information Security Policy in the framework of the Esquema Nacional de Seguridad [National Security Framework] (ENS).

3. Document management area.

· The Document Management and General Registry section is in charge of defining, managing and maintaining the Document Management Model and the Document Management Policy. Besides, it takes active part in re-engineering to incorporate the proper treatment to electronic documents and files with its metadata.

4. Organization-procedure area.

· The temporary administrative unit of Electronic Administration is in charge of establishing and upkeeping the On-line office in a functional way. It is responsible for drafting, together with all the functional areas of the University, the full catalogue of procedures and services, as well as their analysis and re-engineering so they can be processed electronically.
